ASHEBORO N.C. – The Randolph County Sheriff’s Office says they have arrested a registered sex offender who was on school grounds in Randolph County several times late last month.
According to a press release from the Sheriff’s Office, on September 26th, 2023, the Sheriff’s Office’s Sex Offender Registry Detective was notified that Michael Delano Foster of Davidson County, a registered sex offender, had been on school grounds in Randolph County.
According to the NC State Bureau of Investigations Sex Offender and Public Protection Registry, Foster was convicted in 2006 for two sexual offenses involving a minor under the age of thirteen in Guilford County. He was released in 2013 and has registered with the Davidson County Sheriff’s Office.
During the investigation, it was discovered that he had been on school grounds multiple times. Following the investigation, charges were sought against Foster for four counts of sex offender on child premises and the magistrate found probable cause to issue a warrant.
On October 5, 2023, Foster was located, arrested, and transported to the Randolph County Jail where he was taken before the magistrate for their unserved processes.

He is currently under no bond awaiting a court appearance that was set for October 6, 2023, in Randolph County District Court.
Under NC law certain registered sex offenders are prohibited from being in, at, or near certain places. According to an article on North Carolina Criminal Law, a UNC School of Government Blog, a sex offender convicted of a sex crime where they were a parent or custodian, if the offense was with a student, or when the victim was under the age of 16 at the time, are prohibited from being on the premises of any place intended primarily for the use, care, or supervision of minors, which includes schools, children’s museums, child care centers, nurseries, and playgrounds. They are also prohibited at any place where minors gather for regularly scheduled educational, recreational, or social programs, or within 300 feet of any location intended primarily for the use, care, or supervision of minors when the place is located on premises that are not intended primarily for the use, care, or supervision of minors, including, but not limited to, malls, shopping centers, or other property open to the general public.
